Partially decentralised management through EDF project implementation and the signature of a
financing agreement with Angola. The project will be managed by a Programme Management Unit based in Luanda that joins management and a coordination role provided by a technical assistant recruited through a service contract (restricted international tender) to guarantee project implementation through programme-estimates . A Short-term expert that will have several missions to provide specific assistance in the creation, implementation and update of the PAANE's website will be included in the service contract . The operators at the provincial level will be selected through the launch of a call for proposals (CFPs) addressed to local organisations, promoting ownership, sustainability and impact. Such organisations will provide training, mentoring and peer-to-peer support to strengthen the civil society actors at the local level and to improve their active dialogue with the local authorities. The project will be implemented in 4 provinces, according to their absorption and response capacity, dialogue and a dynamic civil society, giving priority to provinces that are not usually supported by bilateral programmes (like Malanje, Bié and Huambo by Spain) and that could allow regional interaction with neighbouring provinces. Considering the above mentioned criteria, the project will be implemented in Uige, Lunda Norte, Benguela and Huila. The PMU and the coordinator will be based in Luanda.

Technical assistance will provide services to support the technical and financial area. The PAANE will be administered by a project management unit (PMU). The PMU will receive, among others, the following functions :prepare the documents of orientations with guidelines and selection criteria; disseminate information about the programme; prepare and administrate the closure of programme estimates and the remaining annual budgets of the programme; prepare and administrate contracts; supervise; coordinate the different activities with other relevant actors in the sector.
The technical assistance should provide the following human resources:
— a coordinator responsible for dynamisation, management and coordination of the project,
— an administrator (accountant for programme estimates),
— an expert in support to non-state actors; training, among others,
— an intermittent expert in design and update of websites.
